This is a scene from Scrubs. The character Fred Bob was never mentioned before this episode, therefore, no one knew what he looked like. The build-up to this scene was JD wondering if Fred Bob had made a mistake during his lab work. This made JD nervous because Dr Bob was known as an authoritative badass who was very meticulous about his work and never made mistakes. So, the entire joke during the "reveal" is how hilarious it was that Dr Bob was actually a short guy. The heightism in this is as clear as it can be.
