This is how short people act when a movie company makes a poster that excludes them. The movie company knew good and well that the poster would not be sitting on the floor, thus, they know the "you have to be this tall" part of the poster would be up tall enough to disqualify some adults from being "worthy" of seeing their idiotic movie. Yes, the joke hinges on the notion that kids are not allowed to see the movie because it's Rated R, but they also wanted to be clever and prompt some of that "well meaning" fun that we've all been the victim of our entire lives. The self-deprecating fool in the photo is 5'1 and the cut-off line must be at around 5'5 or so, thus, there's no way this poster was only just directed at children. Just imagine how every short person who walks past this poster has to hear it from the "clever" tallers in the group. They all think they're so original and this poster is going to set-off contrived humor, slurs, and short people acting like court jesters. It's all in good fun though when tallers get to masturbate their ego at the expense of short people. OP says her bf took this picture, and playing the percentages, in addition to the camera angle, he is probably a taller, thus, I can't imagine how much of an egofest he had when this picture was taken. In this picture, the Garmina is doing exactly what she's supposed to do, which is pose and tapdance to the delight of the people who view her as a child.
Also, as a bonus, here she is in the comments section referring to herself as a dwarf
